Porto is always a busy city. Even in the winter. You should avoid taking trains (they call it comboios) during the peak times. It can be a bit stressful.

Is January a good time to visit Porto?
January can be quite chilly in the north of Portugal. You'll get quite a few days of drizzle or rain and you'll need a jacket to keep warm outside. That said, it's much milder than the UK climate and is an interesting city to visit at any time of the year.
